Describe the specific temperature and moisture characteristics of a climate in which frost action is dominant in the winter season?

I think it would be cold and humid.
In order for a frost to form, the temperature must fall below the freezing temperature (0 degree Celsius or 32 degree Fahrenheit)
and it need to be humid enough to produce a lot of frost.
