The Meiji dynasty was able to carry out a modernization necessary for the prosperity of the Empire while at the same time effecting a traditionalist restoration, as it re-established military bases, economic principles (agriculture) and culture. The government had centralizing characteristics, with a marked bureaucracy, which was necessary to carry out the necessary changes.
