Unfortunately, even though 19 centrury was quite progressive, the worst problem that still exist at that moment was dishonor to ethnic and racial inequality. So, the answer must be that in 1919 we can see another push for Nationalism by the Progressives. The purpose of this organization was to spread american culture towards those who weren't so lucky to be born American.
