How did the Inca Empire's policy of mandatory public service contribute to development of its empire?

If I'm not wrong, the constant public service allowed the citizens of the Empire to all contribute, allowing to build trust in other people, their own abilities, and advance with new contraptions and ways of thinking. This made the people spark with imagination and a sense of duty in the community.
