(3s^13)(9s^-5) is simply a matter of multiplication.

First, multiply the coefficients, or the numbers in front of the s. In this case, 3s x 9s = 27s.
When multiplying exponents, you simply add them, so the next step is 13-5 or 8. Therefore your answer is 27s^8
