How does the number of valence electrons of an atom help to determine whether an atom is likely to form bonds.

The more empty spots there are in the outer shell/level, the more unstable the atom. So if there are 6 empty spots of 8, it will want to seek out other atoms more than 1 with 1 empty spot of 8
