It can bring about change when it has a positive message and fights for positive goals. Rosa Parks was an example of this and her civil disobedience led to many positive things for the African American community. Of course, when civil disobedience becomes militant and radical, then a country might want to try to stop it in order to prevent deaths or destruction.
