In the construction of the circumcenter, why do you only need to construct two perpendicular bisectors, and not all three? we want to show that the three perpendicular biectors of the sides of a triangle are concurrent.

Because 2 non-parallel line will always meet in one point.
The third bisector will also meet at the same point but you only need the 2 lines to find the point.
