i do believe it is asking you to write a number with the number 5 in the hundreds column instead on the tens column as in the number 763849574 the value 5 represents 500 and in the number 41253 the value 5 represents 50 . the statement also says what number has 5 that red presents a value ten time greater. i am not too sure what red means but the value of 500 is 10 times greater than the value of 50

This is a little confusing, but if some number is ten times larger than the number given, we simply multiply it by ten, getting 412,530. This business with the 5's confuses me but both numbers have a 5.
