During November 1918, the United States Congress passed the Wartime Prohibition Act which made it illegal to sell, manufacture, distribute and transport Liquor.

This step was taken by the Wilson administration to partially prohibit the Manufacture of Liquor to conserve grains. he banned the wartime production of Beer because grains should be made into bread for the fighting men and not for making alcohol.
