Why did Britain say they didn't have to agree to any trade regulations with the states

If you are referring to the colonial times, then it's because they believed that since the country belongs to them, they don't have to agree to the demands made by the colonist representatives. The King believed that he could do as he wished and imposed his rule as he saw fit because the country belonged to him.
