Elizabeth I's relationship with Parliament demonstrated which of the following to other countries?

I am not sure if I am correct, but my textbook states that Elizabeth only summoned Parliament 13 times out of her 45-year reign and only 1 out of those 13 times were not asking for money. It also states that she controlled what they debated as they were forbidden to talk about foreign policy or the queen's marriage. Therefore, I believe that she had ABSOLUTE power over Parliament. Can someone please help me confirm if I am correct?
