What are clouds that form near the ground and look like fluffy heaps of cotton called?

fog.....I guess.....fog is made when the water vapour (cloud) combines on the surface of the earth...so fog

There are a few that look like fluffy heaps of cotton. The ones I would assume you're talking about are Cumulus clouds.
Clouds on the ground are called fog.
