The correct asnwer would be "C", the 20th Amendment.

The 20th Amendment changed the days for meetings of Congress and for the start of the President's term of office. It changed the start of the President's term from March 4th to January 20th. However the Amendment wasn't ratified until January 23rd, 1933. Because of that, President Roosevelt's innauguration was kept on March 4th.
