For the answer to the question above, the answer is that the States used the money to create jobs, which was better for morale than simply receiving money. Federal Emergency Relief Administration or FERA’s main goal was to alleviate household unemployment by helping local and state governments to create new unskilled jobs. This program was created be Herbert Hoover and was used to be known as Emergency Relief Administration. It was later on named by the Roosevelt Administration as the Federal Emergency Relief Administration (FERA).
