How did the authors of the Constitution create a balance between federal and state governments, and between large and small states

there's a balance between the federal and state governments because we have a federal government. that means the central government and subunits, state/local governments, share equal power. the second part of the question is slightly confusing. however, population size does factor in to how many representatives the state has in the house of representatives. hope this helps!
