Why does haymitch decide to help them is a big step in the hunger games?

mainly because haymitch's first appearance was dreadful. i guess he became alcoholic after winning the hunger games, when he first met peeta and katniss he was drunk and staggering and once again in the train he vomited which made Effie angry. But in the next morning he woke up and told them that they should make future plans and strategies so that was a big step
