in a store 60 cans of soup are arranged to be displayed in 10 equal rows. why does the fraction 10/60 not represent this solution

it just doesn't feel logically appealing, read the question again ( there are 10 rows not 60 rows ) you should instead say 6 cans per row

because 10/60 is 10÷60 but we want 60÷10
