If the government wanted to control the people the easiest way to do that is to limit individual rights to the people. One example is when Hitler took away the people's individual right to own firearms making them incapable of protecting themselves or rebelling against the government therefore the government could enforce whatever policies they wished without fear of the people being able to fight against them.
