Thomas Jefferson's ultimate goal for America was to have a nation full of independent, self-sufficient farmers. In order to do this, Jefferson needed to encourage citizens to move west to land that he bought from France in the Louisiana Purchase. This is why Jefferson makes westward land cheap and affordable for most American citizens, as he wants them to have the opportunity to be self-sufficient, resulting in a smaller federal government.
