Can the Mean ever be smaller than the smallest number in your data set

No it cannot. The mean is the average. The larger numbers would makes the average higher than the smallest number.

No, the mean can NEVER be lower than the lowest number.
Likewise, the mean cannot be greater than the highest number as well.
