Recognizing the difficulties in financing the war and the need for an institution designed to help regulate the currency, (1 st) - Madison proposed the restoration of a national bank.

(2nd) - It also favored greater spending in the Army and the Navy, (3rd) - as well as a tariff designed to protect US assets from foreign competition.

Madison noted that internal improvements, like roads and canals, would help promote economic prosperity and unity within the United States. These initiatives represented an important change.
