To me, this means;
No one is that much "perfect" to govern another without his/her consent.
For example, any U.S president did not and will not become the president because he wants to, they did or will only of he win the voting...

Please, could you make an interpretation of Abraham Lincoln words? "No man is good enough to govern another man without the other's consent."
