What is the amendment and the reason that congress must wait for an election before a pay raise takes effect?

I believe the 27th Amendment and Representatives are elected once every two years.

According to the 27th amendment, the salary of senator and representatives cannot get a raise until an election. The reason behind this amendment is that it doesn't give congressmen the freedom to raise their own salary as much as they want, and it also prevents the president from giving a raise in order to buy votes in the Congress. So, in the end, the population have the choice to decide if a congressman deserves a raise or not when voting for their senators and representatives.
