A transportation system is something palpable, perceptive by the sense of touch. With a well-coordinated mass transportation system, people are able to perceive and use city buses, trolleybuses, trams, passenger trains, metro or subways, and/or ferries to locate from one place to another in a more efficient way.
The other options are not correct because the right to freedom and other liberties are not perceived in such a clear way as a transportation system. These right are intrinsic of people, part of their behavior or thoughts, they aren't physical, and therefore no tangible.
