Why do islanders reap few benefits from tourism?

Islanders are not allowed to interact with tourists.

Most of the hotels, airlines, and cruise ships are owned by foreign corporations.

During the tourist season islanders have to travel to other places in search of work.

Islanders are unskilled, and cannot support the tourist culture.
