The person responsible for this would be the Designated Competent Person. He undergoes a rigorous training under the OSHA, ensuring that he has knowledge and of all the possible hazards in a construction site. At the same time, he is in charge of ensuring that the right equipment is used in the site to warrant a hazard-free / no-fall environment, as well as knowing the roles and responsibilities of those using the safety gears. The Competent Person oversees the entire process of identifying existing and predictable hazards on a construction site and taking corrective measures to eliminate dangers.
