Every division has different opportunities and opinions. There are three major: Consecutive, legislative, and and executive. They balance eachother out so no branch has more power than another. They all have different views as to how things should be done, said, and as to how laws go.

The constitution is hundreds of years old, it hasn't been changed and formatted to the way we live now. Sometimes, judges have different opinions on what is constitutional and what is not.
