Bob is opening a store that will sell various kinds of fish and plants for aquariums. To start, he is organizing the fish and plants in the aquariums at the front of the store. He has 24 fish, 18 plants, and 5 fish tanks for the front of the store. He wants to divide the fish among the fish tanks as evenly as possible. He wants to put the plants only in the outer four fish tanks.
