Neutrality and embargoes--the US ignored the actions of aggressive nations and pulled back into isolation policies.

The US created Neutrality Acts preventing trade with aggressive nations and used embargoes to punish those that were aggressive. Japanese aggression toward China was ignored as was German and Italian expansion.
