The Universal Declaration of Human Rights, which was adopted by the UN General Assembly on 10 December 1948, was the result of the experience of the Second World War. ... Eleanor Roosevelt, the widow of American President Franklin D. Roosevelt, chaired the UDHR drafting committee.

I would think they drafted this after world war II to make human rights clear after the hour people faced during world war II. This would set boundaries and show people their birthrights in any given area.
