Find Slope:

-x + 2 = y
y = -x + 2
⇒ Slope = -1
⇒ Slope of the perpendicular line = 1

Find y-intercept:

At point (-1.5 , 3.5)
3.5 = -1.5 + b
b = 3.5 + 1.5
b = 5

Equation: y = x + 5
