Histamine causes local blood vessels to dilate.

Histamine is produced by basophils and by mast cells and one of its function is to increase the permeability of the capillaries. Histamine stimulates blood vessels to dilate by releasing nitric oxide, EDHF and other compounds from the endothelial cells and this, it causes a fall in the blood pressure.
