Who did king william i appoint as both prime minister and foreign affairs minister?

Emperor William I of Germany appointed Count Otto von Bismarck

He was a supporter of Bismark and his policies of uniting Germany in general but even he didn't like everything that Bismarck wanted. He was a liberal in the classical sense while Bismarck was reactionary in many ways but he knew how capable Bismarck was and rewarded him with both of those positions which proved to be a good things.
