A and D are not true
If we cross multiply these both become 3x = 5b/.

Explanation:

In A 3b=5c, if all the constant number goes to one side and the letters goes to another side, the resultant equation, would be

b/c= 5/3

In B Its possible to change the place for parts of the equation at the same time, both numerators and both denominator. Then C and 5 goes up (numerator) and B and 3 goes down (denominator) so 3/5=c/b is correct.

In C it's correct, with the same argument that answer B.

In D 3 times b, can't be the same that 3 over b. And the number 3 and the letter b are on the same side of the equation so, that option isn't possible.
