What do we mean when we say that the rotation curve for a spiral galaxy is "flat?"?

The direction of the rotation of the galaxy depends on the person's perspective when looking at it however most galaxy have rotation curves showing in the center the solid body follows by a constant velocity kind of rotation located in the outer parts. If a spiral galaxy is called a flat rotation curve it means the mass has increases linearly with the radius.
