Why do people say federal bureaucracy is undemocratic

A bureaucracy, by definition, is staffed by appointees and workers who are not elected by eligible voters. A true democracy would have every eligible voter voting on everything and everyone's position within the government, from president to postal workers. The existence of a fully democratic government on a wide scale is virtually impossible. A bureaucracy is needed in order for a government to operate.
