More people began to live comfortably, causing the rush to the suburbs which was encouraged by the federal agencies that loan guarantees made living in the suburbs cheaper than in the city apartments. Large population had begun families when the soldiers returned home from war, causing a Baby boom. Truman supported the Point Four program to support the poor and discourage them from becoming Communists, also called for the Fair Deal which recommended full employment with higher minimum wage, improved housing, better farm price, and an expanded Social Security.
