It was Franklin D. Roosevelt and Winston Churchill who signed the Atlantic Charter. This document, developed during 1941, was one in which FDR and Churchill were beginning to organizing what a post war world would look like. This document was supported by 26 other nations after its creation in August of 1941. Many consider this document the foundation for the organization known as the United Nations.
