The vertex being given makes your life a whole lot easier. The equation is
y = a(x - 1)^2 + 3. That's what you have so far. You have enough information to solve for a. when x = 2, y = 6. So put those values into the equation and solve for a

6 = a(2 - 1)^2 + 3 Subtract 3 from both sides.
6 - 3 = a(2 -1)^2 Combine the brackets.
3 = a (1)^2
3 = a (1) Divide by 1
3/1 = a
a = 3

Now put that into the equation you started out with.
y = 3(x - 1)^2 + 3
