Before 450 B.C the Roman Law and Emporers had too many people to govern, and were overwhelmed. The citizens became angry they were not receiving the care and counsel they were promised, because of this a small rebellion happened. In effect, after 450 B.C the Roman Government expanded their territory to the benefit of the people.

Way back then in Rome there was a mix of slaves and citizens. Their extremely large population needed more room.
