the dimensions of the windows are-------> 24 1/2 in x 30 3/8 in
24 1/2------> (24*2+1)/2-----> 49/2 in
30 3/8-----> (30*8+3)/8-----> 243/8 in

The dimensions 2 percent larger than the window are
(49/2)*1.02-----> 24.99 in-------> 25 in
243/8*1.02-----> 30.9825 in-----> 31 in

the answer is
25 in x 31 in
