An indicie rule states that

{ ({a}^(m)) }^(n) = {a}^(m * n)
So,

{ ({c}^(0)) }^{ - (1)/(4) } = {c}^{0 * - (1)/(4) }
Anything multiplied by 0 gives 0 as a product, leaving us with

{c}^(0)
And another indicie law states that anything to the power of 0 equals 1, so

{c}^(0) = 1
And thus the answer is 1.
