I believe the answer is: submission to or rejection of such conduct is made either explicitly or implicitly a term or condition of an individual's employment

One Example of a sexual harassment would be when a top manager at a company hinted a certain female employee that she might not be able to obtain her rightful promotion if she refused to give sexual favors for the top manager.
