Writers of persuasion use rhetorical devices such as repetition in order to emphasize the idea with which they want to convince their audience. By making this emphasis and repeting the idea over and over again, they succeed at having the audience easily remembering this idea and probably supporting it as well. In this sense, they achieve their goal of persuading their audience.
