Before Kennedy became president, the US was falling behind to the Soviet Union it was is now known as the Space Race. This all started with the Soviet Union sending the satellite Sputnik into space in 1957. America was fearful that the Soviet's had this technology, as it may be used to launch attacks against the US. Considering that this was happened during the beginning of the Cold War, this fear was very realistic to the American public.

The US continued to fall behind the Soviet's advancements during the early 1960's. That is why John F. Kennedy made it his mission to put a man on the moon before the end of the decade. This is what caused such a significant investment in NASA, as he was trying to beat the Soviets to the moon.
