What is the relationship between moral behavior and moral judgment?

the moral situation is interpreted from individual's self perspective prior to a behavioural decision, however in the case of evaluation it is construed from the perspective of the individual's observance judging the actor's decision after the event.  moral behaviour involves conflicts between moral and any kind of pressures, whereas moral judgement often involves dilemmas in which the conflict is between two moral duties.
