The correct answer is alternative B. They were american agencies created for war purposes, and they represent the growth of the Federal Government during WWI.

The U.S. Food Administration was responsible for managing food reserves for U.S. Troops and their allies.

The War Industries Board was responsible for managing the supply of weapons and ammunition for the troops.

The Railroad Administration was responsible for improving the railroad system throughout the country, in order to better accommodate the needs of the country. During WWI the U.S. became a great provider of ammo, so they needed better railways to take the goods to the ports, to be shipped away.
