c. To scare the mechanicals.

Puck has been sent by Oberon to find some sort of beast for Titania to fall in love with, but when he sees the mechanicals he decides to change Bottom into a Donkey instead. The play is so bad in his opinion, that he wants to shake things up and scare the terrible, terrible actors.
