The correct answer is c.reforms in health care, education, and civil rights.

He had the idea of reforming medical service and help segregated and rural areas and also to help segregated and disenfranchised people in the United States. Many of the ideas in it were actually Kennedy's and Johnson managed to get them passed because of what happened to Kennedy since nobody could say no.
